W-002: Add pinned koota to the workspace

Goal

Add koota to the pnpm catalog (pnpm-workspace.yaml) at an exact version. This is a dependency change, so the user must approve it. Check that the chosen npm version matches the API in reference/koota (0.6.6) and the koota skill, and note any differences in the Log. Wiring koota into the template is W-009.
