W-006: ecs-devtools spec (v0): entity/trait inspector¶

Goal¶
Write docs/specs/ecs-devtools.md with SpecWriter for the v0 of ecs-devtools: a live entity and trait inspector built on @workspace/ui, as DND-F10 needs. Out of v0: relations graph, queries, system timings, and ecs-serialize export. The spec must state the koota public-API limits it works within. When the spec is approved, Triage creates the feature items.
