Goal

Implement the headless snapshot API: listEntities (with includeExcluded), inspectEntity, and formatValue. Covers trait and pair listing, unregistered traits without values, dead-entity handling, and read-only behaviour. Canary DEVTOOLS-013 checks the world entity (L1).
