Goal

Lock the package contract: no side effects on import, per-world registries with no other module-level state, independence of worlds and their snapshots, and names as the save and restore contract (SER-090..092, SER-095). Add the README content and the manifest checks (SER-093, SER-094), verified by acceptance A1 to A3 of the spec. Tests only where a requirement is [test].
