Goal

Add succession: heirOf (eldest living child, ties by lowest id) and livingLiege, and the system succession/titles in the Succession phase. A dead ruler's titles pass to his heir, else to his living liege, else become vacant; his vassals follow the titles; the heir becomes a vassal of the living liege; deaths in one month give the same result as in id order. Add syncRulers (Ruler on title holders and the independent ruler, Crown on the living Crown holder), called after each month with a change and by createDynasty. The loop guard on the heir's liege is added later (W-092).
