Goal

Add the system vitals/birth in the Vitals phase after vitals/death: each fertile living wife with a living husband draws for conception, a conceived child gets a seeded sex draw, the next unused name, the father's house and ParentOf on both parents. The caps (maxChildren, maxCharacters) hold with no draw for a capped mother, and a mother who dies this month gives no birth. The Family tree shows the newborn (through familyOf).
