Goal

Add the realm: Reaches as the package closure of VassalOf, installed with transitive before content is spawned, and the read helpers realmOf, liegeChain, vassalsOf and titleLiege. The closure invariant (Reaches iff isReachable) is checked after every action and month in a seeded run. The succession loop guard (CK3-089) is added to the heir's liege step. No grant action yet (W-093).
