Goal

Add grantTitle with its refusal reasons (ended, nocrown, title, taken, grantee, loop) and the loop check with isReachable, plus eligibleGrantees and grantableTitles, which apply the same checks without the loop check. A successful grant moves the title with HeldBy, sets the grantee's liege and makes him a Ruler. The two scenario tests with the default content (Suffolk to a landless adult, Suffolk to Edwin with vassal Morcar) are part of this item. The grant panel is W-094.
