Goal

Add opinions as plain relation data: Opinion with the four numeric fields on the pair, opinionOf and opinionReasons, and the system opinions/refresh in the Opinions phase (refreshOpinions, also called by createDynasty and by marriage and grant actions). Death removes the dead character's opinion pairs, and a grant sets the grantee's granted and lowers passedOver of the other direct vassals of the Crown holder. No UI (W-098).
