Goal

Add loyalty: the Loyalty trait and the Rebel tag, and the system loyalty/check in the Loyalty phase that walks living characters in cascade order (liege before vassal, id order inside a level), counts low-opinion months against the liege, and revolts after three months in a row (breaks the VassalOf pair, adds Rebel, keeps titles and vassals). A vassal whose liege revolted earlier in the same pass is skipped and its counter is left unchanged.
